Responsibilities:
The Town of Schaghticoke Highway Department provides residents with snow and ice removal, road repair, drainage and signage, tree and brush cutting and removal of debris within town right of way. The staff consists of the Highway Superintendent and ten full time employees who are responsible for the maintenance of 88 miles of town highway.
Programs/Activities:

Road Resurfacing and Repair:  Road resurfacing and repair usually takes place during the months of April through November. A major factor in the prolonged life of a road is proper roadbed preparation which includes culvert replacement, road shoulder cutting and ditch cleaning. In spots where the roadbed has deteriorated material is removed, the roadbed cleaned and prepared for asphalt application. Cold patching of potholes continues throughout the year. (Please let the highway department know if you see a problem.) The Highway Superintendent has compiled a priority list of all town roads. He has evaluated each road to determine when resurfacing and/or repair should occur. Winter weather conditions sometimes cause the priorities to change, the freezing and thawing cycle frequently impacts road conditions. The Highway Department has a budget to work within, expenditures must not exceed budgeted amounts.

 

Storm Drain construction and maintenance:  A storm drain system is constructed in developed residential areas to provide a way to direct storm water through a system of catch basins and piping. The Highway Department cleans catch basins to prevent material that flowed into basin from clogging the pipes. If the pipes become clogged it is then necessary to remove material using pressurized water forcing the debris from the pipe. In the areas where storm drains are present it is important that the residents keep material and debris from finding a way to the storm drain system. If you see a potential problem please remove it if you can or call the Highway Department to request that it be removed. If storm water cannot flow through a storm drain system the potential for flooding increases. The Town of Schaghticoke has been mandated to create a Stormwater Management Program. Snow Removal:  Snow removal provides the Highway Department with one of its greatest challenges. Their goal is to provide safe and expedient snow removal. The Town's road system is broken up into 8 snow routes, each route is assigned a separate snow removal crew. Each route takes approximately 4 hours to complete. This is a difficult and tedious job, please be patient with our crews.

  • Parking on Town or County Highway between November 1 and April 1 is restricted. Parking on an odd/even side of street basis is done as follows: Beginning at 7:00 am on odd calendar days, parking shall be allowed only on the side of the street with odd numbered houses to 7:00 am on the following day, such that on even calendar days, parking shall be allowed only on the side of the street with even numbered houses from 7:00 am on even calendar days to 7:00 am the following day. The west side of streets running north to south and the south side of streets running east to west are hereby designated the odd side of those streets.  The east side of the streets running north and south and the north side of streets running east to west are hereby designated the even side of those streets. When any vehicle is parked on any road in violation of Paragraph 1 of this local law, said vehicle is subject to removal by towing.  All towing and storage fees and expenses shall be the responsibility of the owner of the towed vehicle. The Highway Superintendent and the Code Enforcement Officer and their designees are hereby authorized to identify vehicles in violation of this Local Law and to engage the services of the reputable towing agency for towing and storage of said vehicles.
  • If you believe your mailbox has been damaged due to snow removal please contact the Highway Department. All mailboxes should be installed a minimum of 42 inches from the ground.
  • Did you know that throwing snow from sidewalks or driveways onto the road is against the law? NYS Vehicle and Traffic Law section 1219 (a) states: No person shall throw or deposit upon any highway any glass bottle, glass, nails, tacks, wire, cans, snow or any other substance likely to injure any person, animal, or vehicle upon such highway.

 

Signage:  On town roads the Highway Department maintains regulatory signs such as: yield, stop, speed, directional and town road names. Please notify the Highway Department if a town road sign is missing or in disrepair. Thank you for your assistance.

Brush and Tree cutting/trimming:  Tree and brushing trimming on town right of way is done to provide good visibility for the traveling public. This work also provides space for snow to be pushed in the winter season.
